Chief Larry Collins, Deputy Chief California Office of Emergency Services

After rising through the ranks of the fire department in Los Angeles Larry moved on to the state's OES. Dealing with major disasters is a big part of the OES job and Chief Collins details why we were not prepared for Sylmar and how we've prepared since.

Frank Borden was on the scene early when the Sylmar quake struck and has since helped development programs around the world for earthquake response. This is one of three interviews using mainly audio.

We are sad to report the passing of Chief Frank Borden on April 9, 2021. A legend in the LAFD, he will be greatly missed. Frank Borden was 82 years old.
